Ask the engineer whether cleaning helps
The association’s engineer should decide whether, where, and when cleaning would support visual access or interfere with evidence of existing conditions. Cleaning is not a substitute for inspection, testing, or repair.
Evaluate occupied-site controls
Compare proposed methods using balconies, amenities, entrances, pedestrians, vehicles, windows, air intakes, overspray, falling-object exposure, equipment, hose routes, notices, and emergency access.
Specify useful documentation
Ask the engineer and board counsel what records belong in the association file. A cleaning scope can define approved before, test-area, progress, and after views without calling them an engineering assessment.
Budget from observed condition
Record the post-work condition and inspect against an agreed trigger. Exposure, coatings, repairs, drainage, shade, salt, biological growth, and the board’s appearance standard can all change timing and scope.

Does cleaning count as part of the milestone inspection?
No. Milestone inspection is licensed engineering or architectural work, and cleaning does not inspect, certify, diagnose, repair, or extend the life of a structural component. Ask the responsible professional whether cleaning is appropriate and how it should be sequenced.
When is our building’s milestone deadline?
Ask Florida counsel, the local enforcement agency, and the association’s engineer. Requirements and deadlines depend on current law and building facts; this page is not legal or engineering advice.
How should we compare methods for an occupied tower?
Require each bidder to map equipment, flight and access zones, balconies, amenities, entrances, people, vehicles, windows, intakes, noise, overspray, notices, emergency access, work windows, and contingencies. Do not infer the disruption level from the method name.
We’re repainting or sealing after repairs. When should cleaning happen?
Follow the repair designer and coating or sealant manufacturer. They should define substrate preparation, moisture, cleanliness, testing, sequencing, cure windows, compatibility, and acceptance before a cleaning contractor is scheduled.
